City Council convenes in the Council Chamber and then adjourns to Closed Session on the following items:

Staff recommendation: Approve 

4-2. a. Ratification of City of Albany net payroll in the amount of $208,175.19; taxes, benefits & withholdings in the amount of $174,111.73. Total payroll in the amount of $382,286.92. Payroll period: 9/7/2012 

b. Ratification of Albany Municipal Services JPA net payroll in the amount of $47,048.60; taxes, benefits & withholdings in the amount of $35,538.02. Total payroll in the amount of $82,586.62. Payroll period: 9/7/2012 

Staff recommendation: Ratify. 

4-3. Ratification of Police & Fire Pension Plan payments in the amount of $113,080.77 for the month of September, 2012. 

Staff recommendation: Ratify. 

4-4. A rendering of the quarterly Cash and Investments Treasury Report of the City of Albany as of March 31, 3012, as required by Section 53646 of the California Government Code.

Staff recommendation: That Council approves the purchase of a VacCon Model V230HSA/500 Combination Sewer Cleaner with available Sewer Enterprise Funds. 


5. GOOD OF THE CITY/PUBLIC FORUM/ANNOUNCEMENTS 

For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. The Brown Act limits the Council's ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

8-1. Referendum Petition - Ordinance No. 2012-04 Approving University Village Mixed Use Project Development Agreement

Staff recommendation: That Council receive a report from the City Clerk certifying the results of the referendum petition, and direct staff to return with a full analysis of City Council options regarding the referendum. 

8-2. Contract for Wireless Consulting Services

8-2B Background on Pete Gruchawka

Staff recommendation: That Council authorize staff to enter into a contract with Peter Gruchawka, on a time and materials basis, to provide a summary report based on a review of the existing wireless facilities in the City or located nearby and that provide coverage within the City; a tour of potential locations for new wireless facilities in the City and initial reaction to feasibility of new installations; and a broad overview of industry trends and some preliminary thoughts on what the trends mean for the City. 

9. OTHER BUSINESS, REPORTS ON MEETINGS ATTENDED, ANNOUNCEMENT OF EVENTS/FUTURE AGENDA ITEMS. 

9-1. Open House and Pancake Breakfast, Saturday, October 13th, 8 am to 12 Noon concluding National Fire Prevention Week of October 7th through October 13th.

No public comment will be taken on announcement of future agenda items).

@Dover: The parent birds didn't look like doves. They were the commonly seen dull-yellowish birds.Read More Smaller than a pigeon but larger than a sparrow. Robins? I can't tell for sure. We checked the abandoned nest. To my eyes, it was well built, and stably setup between grape branches. It didn't capsize. The dead baby birds were found at least 5 feet away from the ground right beneath the nest. Something must have got them out of the nest and killed them. We didn't look at the corpses in detail to decide the cause of death though.

I agree with Ross. A predator would have eaten those yummy, tender, tasty baby birds. It soundsRead More more like a case of incompetent nest construction to me. Were they doves? Doves are well-known for their inability to build proper nests but there are others who struggle too. Instinct and ability do not always travel hand-in-hand. Not much you can do about that, unfortunately. Some creatures are incompetent. Some people are incompetent. That's life.

Got thru to the City Inspector (twice) and he finally called the contractor, who (at the end of dayRead More 12 of trash build up) moved the debris pile away. Albany Planning Commission meeting is 2nd and 4th Wednesdays at 7:30 pm and I'm hoping local homeowners will take time to address this and other CV issues.

What have you tries thus far? I assume you have communicated with the CV owner or contractor. What else have you done?

This is not only an eyesore. This is a health hazard. The boards you see in the photo have nailsRead More sticking out. This area has become the trash heap for anyone walking by wanting to dispose of garbage. With bins overflowing, trash is blown down the street into residents' yards.

Not that I am in favor of dosing the environment with petrochemicals, but I do like to make decisions based on facts. I also have to wonder about the accuracy of the source given that it is an opinion piece rather than an article.
