Planning & Zoning Meeting: Tuesday, April, 24, 2012, 7:30pm, Albany City Hall - Council Chambers, 1000 San Pablo Avenue, Albany, CA.
This meeting will include discussion of AT&T wireless facilities located at 1035 San Pablo and University Village Mixed-Use Project.

(Consent Calendar items are considered routine and will be enacted by one motion. By approval of the Consent Calendar, the staff recommendations will be adopted unless otherwise modified by the Commission. There will be no separate discussion on these items unless a Commission Member or a member of the audience requests removal of the items from the Consent Calendar.)

5. PUBLIC COMMENT 
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda. 

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS 

A. PA08-038: 1035 San Pablo Ave. AT&T Roof Mounted Antennas Conditional Use Permit & Design Review- The applicant is seeking Design Review and Conditional Use Permit approval to allow nine (9) new panel antennas on an existing office building at 1035 San Pablo Ave. The equipment will be housed in new fiberglass enclosures behind the existing parapet wall. The south facing enclosure is approximately 55 sq. ft. and will house six (6) antennas. The north facing enclosure is 20 sq. ft. and will house three (3) antennas. Both enclosures are proposed to shield the antennas from public view. Related equipment is proposed to remain located on the center of the roof, though some equipment has been reduced in size. The application was most recently presented to the Planning & Zoning Commission for action on February 28, 2012 and was continued to a date uncertain. Action is expected to be taken on this application at this hearing. 

Recommendation: 

1. Review the project as it is proposed and include a condition or approval to relocate the equipment into the mechanical equipment room and make findings pursuant to Section 20.20.100 (D) (4) of the Albany Municipal Code. 

2. Review the project as it is proposed and make findings to support the project consistent with Section 20.24.080 (C) of the Albany Municipal Code where equipment that is than 6 ft. in height is allowed up to 20% roof coverage. 

3. If the Commission moves to deny the application, the hearing must be continued to a date certain so that staff may craft findings of denial for review and action by the Planning & Zoning Commission.

B. PA 07-100 University Village Zoning Amendments, Planned Unit Development, Density Bonus Application and Draft Development Agreement- The 6.3-acre project site in University Village is located to the northwest and southwest of the Monroe Street/San Pablo Avenue intersection. The applicant seeks approval to construct a new 55,000 sq ft grocery store at the north side of Monroe and a mixed-use retail space and approximately 175 unit senior living project on the south side of Monroe. This public hearing is for the Commission to consider making a recommendation to the City Council regarding a proposed zoning map amendment, planned unit development, development agreement, and an application for Density Bonus to reduce parking requirements, and change in parkland dedication requirements.

Recommendation: 

Recommend to the City Council approval of a Development Agreement, an application for Density Bonus to reduce parking requirements required for senior housing, and amendments to the Municipal Code to reduce parkland dedication required for senior housing. 

7. NEW BUSINESS

b. Update on City Council agenda items related to Planning and Zoning activities. 

c. Review of status of major projects and scheduling of upcoming agenda items. 

9. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS 

a. Next Planning and Zoning Commission hearing scheduled for Tuesday, May 8, 2012. 

(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items). 

10. ADJOURNMENT 

As a general policy, the Commission will not begin discussion or consideration of an agenda item after 11:00 pm.

@Dover: The parent birds didn't look like doves. They were the commonly seen dull-yellowish birds.Read More Smaller than a pigeon but larger than a sparrow. Robins? I can't tell for sure. We checked the abandoned nest. To my eyes, it was well built, and stably setup between grape branches. It didn't capsize. The dead baby birds were found at least 5 feet away from the ground right beneath the nest. Something must have got them out of the nest and killed them. We didn't look at the corpses in detail to decide the cause of death though.

I agree with Ross. A predator would have eaten those yummy, tender, tasty baby birds. It soundsRead More more like a case of incompetent nest construction to me. Were they doves? Doves are well-known for their inability to build proper nests but there are others who struggle too. Instinct and ability do not always travel hand-in-hand. Not much you can do about that, unfortunately. Some creatures are incompetent. Some people are incompetent. That's life.

Albany Planning Commission meeting is 2nd and 4th Wednesdays at 7:30 pm and I'm hoping local homeowners will take time to address this and other CV issues.

What have you tries thus far? I assume you have communicated with the CV owner or contractor. What else have you done?

This is not only an eyesore. This is a health hazard. The boards you see in the photo have nailsRead More sticking out. This area has become the trash heap for anyone walking by wanting to dispose of garbage. With bins overflowing, trash is blown down the street into residents' yards.

Not that I am in favor of dosing the environment with petrochemicals, but I do like to make decisions based on facts. I also have to wonder about the accuracy of the source given that it is an opinion piece rather than an article.
