How much money has Albany spent (so far), to "NOT achieve the goal of ending homelessness in Albany"?

I take the time to read over every single disbursements document that is released with any city council meeting agenda.

Since about June, I have kept track of everything that the city has spent on the various components of Albany's Human Rights nightmare and Waterfront Transition atrocity.

I'm pretty sure that not all of their spending is above the table. As I think I'm going to have to file a Public Records Act request to find out how much the first installment of the payments to Berkeley Food and Housing Project was for.

I went through and wrote down each expenditure that I could find that is noted as being related to the city's recent action on the Waterfront.

I broke their spending down into four categories:
BFHP (contract No. C13--10A)- $41,968.90
AMC 8-4 Litigation (L29)- $81,776.85
Shelter (P95)- $84,596.67
Other (Rossi consulting, No Parking signs, etc.) - $43,480.53

Plus - $2,500 for February Rent Subsidy (the lease payment for the place in West Oakland?)


This means that Albany has spent - $254,322.95 towards the displacement of its homeless population.

Which can be further broken down into:$209,854.05 on the Shelter, Other and AMC 8-4 - Things that didn't actually help us (and/or were never really meant to).

And then

$44,468.90 on BFHP and the February housing subsidy payment (things that can be considered to have somehow helped anybody into somewhere, as opposed to out on the streets)...

That is roughly 17% (actually, closer to 18%) of the $254,322.95 that they have spent trying to kick us out.


So, "Project HOPE" has been going on since late July/early August, that's 7 months.

Not including the couple who had to move back to the Bulb, the city has contributed money to successfully housing 7 people.
For the purpose of confidentiality, we will call them:
Person 1
Person 2
Person 3
Person 4
Person 5
Person 6
and
Person 7


Persons 1-4 - lived on the Bulb immediately before they were housed.

Person 5 - moved here from Florida and has never even spent one night sleeping on the Bulb.

Person 6 - is a former Bulb resident, who had been living in Richmond for the past 6 months, immediately prior to getting assistance with successfully moving into housing from BFHP and Project HOPE.

Person 7 - is an occasional Bulb resident who hadn't lived on the Bulb for at least the 2-3 months immediately prior to getting assistance with successfully moving into housing from BFHP and Project HOPE.

So, out of the $44,468.90, the City of Albany has spent $6,352.70 per person (be them from the Bulb, or even from Albany, or not) OR per month, to date.

And now, I'm hearing that BFHP finally, recently hired a new staff person, whose job will be to work on Albany's Project HOPE.

Their pay? $10,000 per month.
Their hours? 8-10 hours per week.

Now, if we could only stop the influx of new Bulb residents that we keep inheriting from the "Shelter" out front...
