Banning leaf blowers?

Just found out Albany wants to ban leaf blowers because of noise, pollution and blowing particulate matter into the air.  Wonder if we might also consider banning trains (noisy), cars (polluting) and wind (whips up a lot of particulate matter). Maybe furnaces and hot water, pets and jobs.  I was taking a walk in the rain on the Berkeley Pier the other day and was struck by the sound of the traffic on the Bay Bridge.  What's the cost of picking this particular battle, I wonder.
