Shifty Business Albany and BFHP rent properties in Richmond to house Bulb Residents

Why is the City of Albany leasing substandard properties in Richmond CA and other cities in Contra Costa County? Supposedly in an effort to sublease housing to former Albany Bulb residents. Housing was offered whether they received funds or in most cases did not. Great right? Sure... As Albany's way of saying sorry they offered the first year rent free. There haven't been any inspections and many of these buildings are not up to code. Now after promising a year of free rent in as little as 2-3 months after moving in Albany is now trying to charge up to $800 per room for rooms in houses/apartments without hot water, GFCI outlets and proper contracts. FYI The average room rental in CC County is $500. Why is Albany charging unreasonable amounts for rooms that were supposed to be free for a year? Why is Berkeley Food and Housing telling residents of these buildings to make their rent checks and money orders out directly to the City of Albany? Why has their been no mention of this on Patch?
