City Council Asks Police to Enforce 'No Camping' Rule at Albany Bulb

As part of a plan to end homelessness in Albany, the city council directed the Albany Police Department to begin enforcement of a no-camping ordinance as of October, 2013.

The Albany City Council took action on the following items at its meeting yesterday, May 6, according to this summary provided by city officials:

• Proclamation in Honor of Saint Mary's College High School's Sesquicentennial Anniversary: 

The Council presented a Proclamation to Saint Mary's College High School. 

• Proclamation in Honor of Fire Chief Ed Tubbs: 

The Council presented a Proclamation to Fire Chief Ed Tubbs in recognition of his service to the City. 

• Resolution No. 2013-22 - Modifying Mitigation Measure GCC-1 and the Mitigation Monitoring and Reporting Program for the University Village Mixed Use Development and Adopting an Addendum to the Environmental Impact Report (EIR):

The Council approved the Resolution amending the mitigation measure and the Mitigation Monitoring and Reporting Program for the University Village Mixed Use Development Project. 

• Report from the Homeless Task Force on Policy Options for Ending Homelessness in Albany: 

The Council received a report from the Homeless Task Force and approved the following action:

1) Suggest Homeless Task Force Members become advocates for the homeless through a community based organization; 

2) Direct staff to issue a Request for Proposals for a consultant to conduct outreach and engagement services to people that are homeless. The outreach would be conducted for a period of three months, and funded by City Council discretionary funds in the amount of approximately $30,000. City staff will report back to the City Council on June 17 with regard to the most competitive proposal; 

3) Ask the Police Department to enforce the City's no camping ordinance as of October 2013; 

4) That the Mayor, Vice Mayor and City Manager meet with East Bay Regional Park District and State Parks to begin a process to make the Bulb area a public park. 

• Recreation & Community Services Facility/Program Reorganization: 
The Council approved the renovation of the "Senior Center House" (located adjacent to the existing Senior Center) for expansion of senior, teen and youth services. 

The next regular meeting of the City Council will be held on May 20, 2013.
