Staff recommendation: Approve 

4-2. a. Ratification of City of Albany net payroll in the amount of $196,309.15 ; taxes, benefits & withholdings in the amount of $265,935.39. Total payroll in the amount of $ 462,244.54. Payroll period: 6/17/2011 

b. Ratification of Albany Municipal Services JPA net payroll in the amount of $52,862.23; taxes, benefits & withholdings in the amount of $58,799.25. Total payroll in the amount of $ 111,661.48. Payroll period: 6/17/2011 

Staff recommendation: Ratify. 

4-3. a. Ratification of bills, claims and demands against the City of Albany in the amount of: $205,996.94 ( 06/10/11 ); $417,417.84 ( 06/24/11 ). 

b. Ratification of bills, claims and demands against the Joint Powers Authority in the amount of: $30.00 ( 06/10/11 ); $1,093.60 ( 06/24/11 ). 

Staff recommendation: Ratify 

4-4. Claim #AL645, Davis vs. City

Staff recommendation: Reject the claim and authorize the City Clerk to send out the appropriate rejection letter to Susan Davis. 

4-5. Ratification of Police & Fire Pension Plan payments in the amount of $132,523.32 for the month of June, 2011. 

Staff recommendation: Ratify. 


5. GOOD OF THE CITY/PUBLIC FORUM/ANNOUNCEMENTS

Staff recommendation: 1) Review franchise comparison data provided with this staff report as requested by Council; 2) Provide direction to staff on whether to continue franchise negotiations with Waste Management of Alameda County or initiate a competitive bid process for a new franchise agreement; 3) If a competitive bid process is selected by Council, authorize staff to utilize the remaining two 1-year extensions of the existing franchise agreement with Waste Management of Alameda County as necessary.

Staff recommendation: 1) Approve Resolution #2011-38, adopting “Urban Village by the Bay” as the City Motto 2) Authorize the updating of the use of the overall recommendations presented during the brand “reveal” to be used, with minor modifications as needed or desired, in city internal documents, public information and signage, and in commercial and non-profit marketing and identity efforts.

1) 900 Block of Carmel Avenue – two (2) speed humps; 2) 950 Block of Ordway Street – two (2) speed humps 

Staff recommendation: Authorize staff to seek construction bids and enter into a contract for the installation of speed humps at the following locations, or refer all or part back to T&S Commission and provide direction for further review: 
1) 900 Block of Carmel Avenue – two (2) speed humps (petition received); 
2) 950 Block of Ordway Street – two (2) speed humps (petition received); 
3) 800 Block of Carmel Avenue – one (1) speed hump (pending new signature petition)

Staff recommendation: Review suggestions offered by the public and employees on medium to long range strategies to reduce expenses and increase revenues and provide initial direction on pursuing these strategies.

Staff recommendation: As part of the Council request to agendize oral reports from each Council Member who serves on a Joint Powers Authority Board of Directors, receive report from Council Member Wile on Stopwaste.org (Alameda County Waste Management Authority)

Staff recommendation: Designate one voting delegate and up to two alternates for conference, September 21-23, in San Francisco.
