Question: Albany’s Active Transportation Plan (ATP) (http://albanypedbikeplan.fehrandpeers.net/) was approved by City Council in Spring 2012. Are there particular elements of this plan that you support or oppose? Most projects included in the ATP are unfunded. Would you fund implementation of these projects? If so, how?

ULAN MCKNIGHT (PATCH PROFILE)

We are coming out of a severe recession and our City revenue is as low as it is going to be. I believe our recovery  will increase the money Albany has to spend next year. As such, I would like to stop thinking about how much we are going to cut and instead think about what we want to fund with the (probably tiny) revenue increase.
I will prioritize our emergency services (police, fire, etc) and infrastructure compliance (permits). As far as the ATF, I am interested in doing the quick and easy stuff first. I agree with the priorities set our on page 3-39, the goals and objectives of Section 4 and will work to complete the Buchanan project. Specifically, I believe we can stripe our roads to get the most bang for the buck in the shortest amount of time.

PEGGY THOMSEN (PATCH PROFILE)

As a sitting council member, I voted to approve the plan because it contains detailed information on current situations and recommendations for the future. Bicycle routes are particularly detailed; since this was the first time walking routes were formally addressed, in the future I would like to see additional attention given to walking routes. There are a variety of sources for funding projects, and city staff and council regularly seek to obtain funding from these sources. Council members serve on regional bodies which allocate regional, state, and federal funds to local jurisdictions; when I served on Congestion Management Agency we received funds for Albany projects. The city often uses capital improvement fund monies to fund transportation projects and regularly seeks grants for transportation projects.

NICK PILCH (PATCH PROFILE)

I support all the elements of the plan. In particular, I am excited that low-cost paint and signage improvements have been placed into the new Capital Improvement Plan. These improvements are the low-hanging fruit – easily done at low cost, but would bring immediate significant benefits for bicyclists. I would fund implementation of ATP projects. If Measure B1 passes, transportation funding to Albany is set to more than double. This will certainly be a source of funding. The city has also been very successful obtaining grants for transportation projects, such as intersection improvements, Ohlone Greenway lighting, etc. I will make sure these opportunities continue to be pursued.

MICHAEL BARNES (PATCH PROFILE)

Sorry, campaigning takes a lot of time, and I’ve got to get these questions done before the P&Z meeting, so I don’t have time to evaluate the ATP in depth. It is a very extensive document.

TOD ABBOTT (PATCH PROFILE)

I like the Active Transportation Plan. My concern, though, is that it is so extensive and some of the plan would be so expensive, that it could be challenging to get the different elements in place. My strategy for this would be to role out the plan progressively, identifying core features that should be undertaken first — a root network of class III bikeways, for instance — then build upon that as funds allow — adding more streets and hardscape as money allows.
To the degree general fund monies might be needed (as opposed to money from outside programs or grants), we need to remember that the bikeways and other features are not just a feature to benefit bicyclists and pedestrians, the support they provide will be crucial to our success meeting our Climate Action Plan goals. So the question becomes one of just how committed we are to achieving those goals. I think that is an argument that the people of Albany would understand and could work to pull moderate funding from other areas to begin to implement the ATP.

PETER MAASS (PATCH PROFILE)

I can support all of the elements in the plan. A small quibble might be the later placement of Dartmouth improvements on the list. Given it’s critical connection for cyclists going to any future store at the UC development, from east of San Pablo, I think that it would be good to work this out sooner as opposed to later. I will look for ways to fund implementation. One idea, that I’ve proposed, is taking at least half of the future net revenues from the UC development and spend them on implementing our ATP and Climate Action goals. I would have the Traffic and Safety and Sustainability Committees monitor this.

SHERI SPELLWOMAN (PATCH PROFILE)

I support Albany’s ATP. I want to have safe bicycle and pedestrian routes throughout the city to allow and encourage residents to walk, cycle and/or use all other wheeled devices (besides cars) to get to Albany schools, community facilities, the library, the community center, the waterfront, parks and the commercial districts. I want to fully fund our ATP, and will work with community groups and City staff to explore funding options including grants and allocations from the general fund.

Congratulations, Carla. The article failed to mention what a great neighbor you are.

@Dover: The parent birds didn't look like doves. They were the commonly seen dull-yellowish birds.Read More Smaller than a pigeon but larger than a sparrow. Robins? I can't tell for sure. We checked the abandoned nest. To my eyes, it was well built, and stably setup between grape branches. It didn't capsize. The dead baby birds were found at least 5 feet away from the ground right beneath the nest. Something must have got them out of the nest and killed them. We didn't look at the corpses in detail to decide the cause of death though.

@Ross: I was wondering that too. It could be the squirrels, which were very active in my backyardRead More and the neighborhood. They still are very active.

I agree with Ross. A predator would have eaten those yummy, tender, tasty baby birds. It soundsRead More more like a case of incompetent nest construction to me. Were they doves? Doves are well-known for their inability to build proper nests but there are others who struggle too. Instinct and ability do not always travel hand-in-hand. Not much you can do about that, unfortunately. Some creatures are incompetent. Some people are incompetent. That's life.

Got thru to the City Inspector (twice) and he finally called the contractor, who (at the end of dayRead More 12 of trash build up) moved the debris pile away. Albany Planning Commission meeting is 2nd and 4th Wednesdays at 7:30 pm and I'm hoping local homeowners will take time to address this and other CV issues.

Hey! Cool! Now I know where to dump my unwanted items! ;-) Seriously though, "the city"Read More is not helpless, "the city" is lazy and sometimes you have to kick them in the ass to get them moving. What have you tries thus far? I assume you have communicated with the CV owner or contractor. What else have you done?

This is not only an eyesore. This is a health hazard. The boards you see in the photo have nailsRead More sticking out. This area has become the trash heap for anyone walking by wanting to dispose of garbage. With bins overflowing, trash is blown down the street into residents' yards.

Another example of more balanced reporting from Berkeleyside article:Read More http://www.berkeleyside.com/2013/05/17/uc-berkeley-seeks-funds-to-cut-down-22000-non-native-trees/. Some of the comments are useful especially about glyphosphate. The author of the article even used his own name.
Preston Jordan May 18, 2013 at 08:24 am
The source cited in this announcement states up to 1,400 gallons of herbicide possibly includingRead More Roundup might be used rather than 14,000 gallons of Roundup will be used. Not that I am in favor of dosing the environment with petrochemicals, but I do like to make decisions based on facts. I also have to wonder about the accuracy of the source given that it is an opinion piece rather than an article.

And now for the more balanced reporting: "But U.C. Berkeley wants to remove most of its 22,000Read More eucalyptus and acacia trees, then restore native species like they did in the Claremont Canyon." From this article: http://abclocal.go.com/kgo/story?section=news/local/east_bay&id=9107025
