EVERY call to the police is followed up in some manner, this is the job of the police department, which they do admirably in a city where some citizens believe that every teenager walking down the street warrants a call to police. Are some of these calls a waste of time and money? Most assuredly so, but what if one of these "nothing" calls turned out to be "something" and the police refused to "waste their time"? I think that would be far worse than checking on a situation a citizen reported or checking on young children who appear to be without supervision.
Back in the 90s I ran a home daycare and a large rat was chased into my house by my dogs. Not only did the police respond, but they helped me to get this large rat out of my house and away from my children and my daycare charges.
I recently called the police because a car had been left in front of my driveway overnight (car/person unknown to me, blocking my driveway). The police could easily have just tagged and towed the vehicle, but they took the time to locate and call the owners instead and have them come remove their car rather than expending time/energy/resources and costing the owners a hefty towing/storage fee.
I don't know about all of you, but I'm glad the police respond when we call them. It is much better than the alternative, like my neighbor in Richmond who died waiting for some response to his emergency call....just sayin'

Yes. the offending dog was referred to the Berkeley Animal Control and quarantined for proof of no rabies present.

I assume he's one of the men reported behind the bush since both incidents occurred in close proximity in time and location, though the arrest comes from the arrest log and the two-men-behind-the-bush report comes from the call log. Neither explicitly ties one to the other.
