The Chief McQuiston Declaration: Important Reading for Albany

Back in town after a couple of weeks, I seem to have missed quite a bit of activity on the Bulb. 

I can't tell if Chief McQuiston's declaration in the Bulb litigation has been made easily accessible to the general public.  It seems important, though, so I am posting a link to it here  for anyone who might have had trouble finding it on the court's website:
